Crossed state lines to file report following altercation with Oklahoma law enforcement.

Summary below of surveillance/research of Sergeant Leland Coyle of Blackwell, OK.

Anecdotal evidence of abuse of animals and secual assault as a child, leading to military academy education

Teenage criminal tendencies kiboshed by recruitment into local Ku Klux Klan chapter.

Married at age nineteen, wife dies six months later after "falling down stairs," Leland Coyle joins the Marines to avoid investigation.

Coyle serves two years honorably in the Pacific Theater. Three confirmed enemy kills, two suspicious American deaths in his company.

Upon return to Oklahoma, resumes Klan activity, which segues naturally into law enforcement job. On police department payroll since 1947.

Coyle Surveillance keeps obsessively complete notes. Seems to consider himself vital to history and of great interest to posterity.

Extremely effective policeman. Enormous profit from exploitation of prison labor, extortion, and civil forfeiture. Multiple commendations.

Coyle marries a second time and extorts wife's family. Wife's family dies in electric fire. Wife flees to Chicago, dies officially of "natural causes," body recovered between the 900-2000 blocks of Kostner Ave.

Coyle promoted to Sergeant. Marries third time, wife commits suicide within six months via multiple gunshots to the head. Wife's family dies within year, all apparent suicides via increasingly violent and convoluted methodologies.

Sergeant Leland Coyle observed standing in field watching lightning storm on five separate occasions during surveillance.

Coyle displays extreme charisma, extraordinarily popular among fellow police. High standing in Elks Club and VFW.

Arranged to meet Sergeant Leland Coyle at bar on Route 177 under pretense of bribery.

Coyle was known and well-liked by bar staff and customers. Drank heavily and partook of nuts on the table. Discovered my canard within minutes and conversation took decidedly violent turn.

I had the feeling of being a crippled mouse used as a plaything by a tomcat. I believe that if he had intended to kill me, I would not be writing now.

Subject's charisma was, however, undeniable. Sergeant Leland Boyle highly recommended for PROJECT LATHE.

I have two broken fingers, lots of bruising, pissing blood. Taking a week's recovery in Wichita.

Mr. Noakes,

You've only got one job and it's to keep our Reagents' Experimental Special Operations Platform working. That means fixing them when they break. It also means upgrading them to withstand shifting conditions inside the Trials.  We've repeatedly seen Sergeant Coyle disabling toasters with his electric prod.

We're trying to maintain a balance of trauma and opportunity inside the Trials and we can't do that if test subjects like Coyle are able to sabotage our machinery. Figure it out. You're no longer working for the military, "good enough" is not good enough.

Let me remind you that this is the sort of organization where people don't get fired.

SCARFIOTTI: It raises some serious questions about Trial Environment integrity.

EASTERMAN: Containment is you responsibility; Coyle's privileges over the Warden  are absolutely vital.  We're making killers and saboteurs, that agression has to be tempered with levers of control firmly in our hands.

AVELLANOS: So you're concerned about Prime Asset idolization, but you're giving Coyle even greater autonomy.

EASTERMAN: Inside the box we've built; our rules, our conditions. Coyle is the clearest archetype of authority in Sinyala. I give Coyle a gift, the Warden. Gifts travel downstream in power structures. A master giving his dog a bone.

AVELLANOS: Indeed.

SCARFIOTTI: Our domestic partners will like the setting. The studies on the effect of prisons on communities in Alabama are promising.  The political and commercial impact goes well beyond the prison walls.

AVELLANOS: Prisons are going to be a real growth industry.

EASTERMAN: Levers of control. I don't think I need to repeat myself.

SCARFIOTTI: Is this not what you said about Invasion?

EASTERMAN: What do you think I said?

SCARFIOTTI: That it would give you greater control over Reagents.

EASTERMAN: And?

AVELLANOS: And it's almost comedic. Reagents only became more aggressive. They're bullying the Imposters.

EASTERMAN: We're making killers.

SCARFIOTTI: Invasion will need material revisions.  I have a proposal for re-balancing tools.

EASTERMAN: It's addressable on a psychological level. Reagents will identify with the Warden. They'll see that Coyle is a bully, and that Coyle is subject to my authority. To Murkoff's.

AVELLANOS: What do you expect Coyle to do with the Warden?

EASTERMAN: He'll just push him around a little, I'm sure. Call him some names.

SCARFIOTTI: Do you really expect to see a difference in the social engineering of a prison environment.

EASTERMAN: A prison is a lens for focusing authority. The prisoners cannot help but understand who is in charge.

SCARFIOTTI: It's redundant, a prison inside a prison.

EASTERMAN: I resent the implication. Sinyala is not a prison. It is the polar opposite of the prison. I sometimes wonder if you are intentionally misunderstanding the work we do here.
